Advisory Councils

S&DS has two advisory councils, the Senior Services Advisory Council and the Disability Services Advisory Council. The Councils advises the LCOG Board of Directors and agency staff on service planning, coordination and provision; program development and operations; and advocacy. S&DS is committed to seeking advice from its Councils to improve service delivery.

Senior Services Advisory Council (SSAC): The Council is composed of no fewer than fifteen (15) and no more than twenty-three (23) residents of Lane County, including General Members and Liaison Members. Its membership is broadly representative of the entire community and conforms to Federal and State requirements. To insure appropriate geographic representation, a minimum of twenty-five percent (25%) of its General Members is drawn from different areas outside the Eugene-Springfield metropolitan area.

General membership is comprised of more than fifty percent (50%) seniors (60+), including minority individuals who are participants or who are eligible to participate in LCOG funded senior services programs. Additional members include representatives of seniors, representatives of health care provider organizations, including a provider of veterans' health care, representatives of supportive services provider organizations, persons with leadership experience in the private and volunteer sectors, one or two locally elected officials, and the general public. In addition, up to two members of LCOG's Disability Services Advisory Council ( DSAC) serve on the Council, as Liaison members. In addition to General and Liaison Members, the Council may appoint up to five (5) Community Representative Members. A Community Representative Member is a person who is interested in and supportive of the work of the Council. They may attend Council meetings, but may not make motions or vote.

The normal term of service for Council members is three years. Council members' terms which expire in any given year, expire on June 30 of that year. While re-appointment to the Council is permissible, no person serves more than two (2) consecutive three (3) year terms, except as noted in the Council Bylaws.

Disability Services Advisory Council (DSAC): The Council is composed of no fewer than nine (9) and no more than fifteen (15) persons. Members must either reside or work in Lane County. The majority of its members are persons with disabilities. Its membership conforms to State requirements and, to the extent feasible, is be drawn from throughout the county. Its membership includes: 1) General Members: (a) persons with disabilities, including present and prior consumers of services; (b) representatives of persons with disabilities and; (c) the general public. 2) Liaison Members: Up to two representatives of LCOG's Senior Services Advisory Council (SSAC); 3) Community Representative Members: In addition to General and Liaison Members, the Council may appoint up to five (5) Community Representative Members. A Community Representative Member is a person who is interested in and supportive of the work of the Council. They may attend Council meetings, but may not make motions or vote.
