Resource DocumentsElder Law | Area Plan | Needs Assessment Elder Law in Oregon Booklet ( Elder Law in Oregon Booklet - Spanish ( Area Plan and S&DS Needs Assessment In accordance with Federal and State policy, S&DS is required to develop a comprehensive and coordinated service delivery system to meet the needs of older and disabled persons in Lane County. A major step in the development of a comprehensive and coordinated system is the development of an Area Plan on Aging and Disability Services. S&DS is responsible for preparing a multi-year Area Plan, with annual updates, which identifies and prioritizes the needs of seniors and persons with disabilities, and specifies what services, will be provided to meet those needs. Area Plans are based upon S&DS needs assessments. S&DS conducts needs assessments every four years to determine the needs of disabled adults age 18-64 years and senior citizens ages 65+ who reside in Lane County. The assessments attempt to ascertain demographic characteristics, identify current service utilization patterns, identify perceived needs, and determine gaps in the service delivery system plan. This information is then used to develop the agencies Area Plan. The Area Plan is a multi-year document, with annual updates. It serves two purposes: 1) it is a planning document—it identifies the needs of seniors and adults with disabilities, and describes the agency’s plan for addressing these needs; and 2) it is a compliance document which provides the basis for the State of Oregon to contract with the agency for the delivery of a range of services to older people and people with disabilities. 2006 Needs Assessment
